Mr. Anil Swarup
During his career spanning 38 years, Anil Swarup attempted to 'make it happen.' Born in Allahabad, Uttar Pradesh, he earned his Master's Degree in Political Science from Allahabad University in 1978 where he was also awarded the Chancellor's Gold Medal for being the Best All Round Student. Before joining the Indian Administrative Service (IAS) in 1981; he served the Indian Police Service for a year. He won the Director's Gold Medal for the best Officer Trainee at the Lal Bahadur Shastri National Academy of Administration amongst the officers of his batch.
As a civil servant, he held various assignments within both the State (Uttar Pradesh) and Central Government. During the final years of his career, he served as Secretary to Government of India in the Ministry of Coal where he handled the aftermath of the coal scam. Thereafter, he served as Secretary, School Education and Literacy, where he attempted to foster public private partnership to improve quality of school education.

Module 4: Trans-Asian Perspective to Railway DiplomacyPost the start of railway diplomacy from a fresh perspective in 2004 between India and Pakistan with the start of the Samjhauta Express, 2006 was yet another defining event of the Trans-Asian Railway project taking shape. Started with the objective of providing a rail link between Singapore and Istanbul. The project is expected to pass through the regions of Malaysia, Thailand, Myanmar, Pakistan, Iran, India and Bangladesh covering the regions of SAARC and ASEAN. With railway diplomacy gaining momentum post-liberalisation, the Trans-Asian Railway is significant in helping revive China’s ancient trade route. The following module aims to examine the Trans-Asian Railway from the domestic policy perspective and the challenges of implementing the Trans-Asian Railway Agreement in the third world countries. Session 10 (Saturday, May 11): Report PublicationHaving published reports in your portfolio is a strong signal of credibility in the professional domain. Participant groups work with our team to further develop their reports. Knowing how to design a visually appealing report is a key skill in consulting and is as important as writing a well analyzed report. Participants work with our team to design their final reports on Canva. These reports are then published on the Insights International website with the participants as co-authors.

The Participants are then divided into groups for a memo writing practicum. Groups present their memos to the advisor and other groups for feedback.

Session 2 (Saturday, April 13): Editing Practicum: How to be an effective editor before being an effective writerAt PolicyInk, we do not let participants to jump into writing without mastering the art of editing an article. In this session participants are divided into groups. Each group is required to edit an article in real-time and give feedback to the author. Each group presents its edits to the other groups and the mentor advises on the quality of the edits. The advisor then presents examples of edits made by professional editors and journalists on the same article edited by the participants.
